The Freedom of Information (FOI) Act and Environmental Information Regulations (EIR) are designed to increase accountability and transparency.

This is our publication scheme, which lists the information that we routinely publish to fulfil our obligations under the FOI Act. We follow the Information Commissioner’s Office (ICO’s) model publication scheme.

Partnerships and projects

Joint Services are involved in a wide range of joint ventures and other projects with internal and external providers.  For example WYJS manage the consumer helpline, Consumer Direct (Yorkshire and Humber Region), on behalf of the Department of Trade and Industry (DTI). Joint Services also works in partnership with the Constituent Authorities, West Yorkshire Police and also works with a number of smaller Community Groups in an advisory capacity through the Community Support Network.

Access to historical records

Free access to original records or surrogate material is available in our searchrooms (link to archive contact page). We may charge a fee to carry out research necessary to tell you whether or not we hold specific information. We also charge for copies of documents.

Most records are available for general access but a few are closed in whole or part because information in them is exempt information under the FOI Act or the EIR. Information on exemptions and closed access periods is available from our Access to Records Policy (available on request) and will be reviewed on request. There is no charge for this review. Enquiries and requests for review of closed records should be sent to the Head of Archives in the first instance.

  • Advice/Guidance to local societies
  • Advice on the protection, management and conservation of the historic environment to the WY local authorities and landowners
  • Identification of archaeological finds
  • Provision of archaeological specifications and monitoring for development control purposes

The method by which information published under this scheme will be made available

We provide information on our services through a range of formats and tools. Much of the information around our services is provided digitally on this website and through social media:

In exceptional circumstances some information may be available only by viewing in person. An appointment to view the information will be arranged within a reasonable timescale with the appropriate team.

Charges which may be made for information published under this scheme

Material which is published and accessed on our website will be provided free of charge.

FOI and EIR requests may be charged at a ‘reasonable amount’ which will take into account photocopying, printing and postage and the amount of time spent by staff in dealing with the request.

If a charge is to be made, confirmation of the payment due will be given before the information is provided. Payment will be required prior to provision of the information.

Written requests

Information held by us that is not published under this scheme can be requested in writing when its provision will be considered in accordance with the provisions of the FOI Act and EIR.
